Carplay missing in ios 13.2

After upgrading to 13.2 my iPhone 7 is no longer activating carplay after connecting to my car. There's no Carplay section in Settings -> General.

Why?

You're really making me want to switch to Android.

Ok, turned out that for some reason Siri was disabled.

Back to normal.
