It depends on what music you’re trying to sync - if you have your own, you need to get it into iTunes (if working on PC or a Mac running Mojave or older) or the new app on Catalina on Mac (which I haven’t tried yet).

If you have music you’ve purchased on the Apple store, you should be able to download it to your phone in the app.
