Safari Region Wrong?

All the currency on my google searches is in euros and if I look up traffic, websites for traffic in the Netherlands show up. I’ve tried to change my country and region many times as suggested but it has the right country, USA. So I can’t figure out why my safari thinks I’m searching from the Netherlands.

My location is UK I have region and location services activated in my preferences, I have ticked to allow! AppStore randomly switching regions. Recently my AppStore randomly switched from the United States of America to Russia which as a result prevents me from downloading apps from AppStore. At the same time, I have 0.07 dollars on my account which I cant spend on anything to switch my region. The reason why I can't spend those 7 cents is that I cant seem to find any paid apps that I can buy in that region. Could someone please help me out and change my region back to the US or maybe remove those 7 cents so I can switch the region myself? Thank you in advance!
