iPhone5 iOS 10.3.4 upgrade error

Hi. I downloaded the new update but I am unable to to install it! Every time I attempt it,

it seems to get stuck at "verifying" update and then goes into error.

I have tried to factory reset on the phone. I've deleted the update several times and attempted it again but it still does not work.

i have no access to a PC so can only do wireless updates. I may Be stuck as it seems the phone will be restricted if the update is not installed by November 3rd.

Any suggestions?
