ios 13.2 is Installed on my iPad Pro Max however when I go to settings >battery there is no listing of “battery health” nor “optimized” battery charging.
when I search for battery health on the main page of Settings: battery and battery Health appear as options, but battery health does not respond to touch.
what can I do to get optimized battery charging on iPad?

Apple does not currently sell an iPad called "iPad Pro Max". Apple currently sells a device called "iPhone 11 Pro Max". Battery Health is exclusive to iPhone.
Correct, no iPad model supports Battery Health.
The devices will always have power, I'm just concerned about the life of the battery if it always stays powered on and you can't optimize. So do you think the lithium-ion will not be compromised a year or two from now after being always powered on?

The healthiest thing for a these types of batteries is to keep them charged. If a battery is discharged for an extended amount of time then their capacity will lessen. While it is harmful to also keep these batteries at 100% for an extended amount of time, iPad's system software is intelligent where it will let the battery discharge from time to time to about 92% then will re-charge it back to 100%.

When using iPads as a kiosk, I'm concerned about the life of the Lithium-ion battery when you can't optimize charging?
