I am using macOS Catalina and trying to install flutter. By following flutters docs I have to update my path by editing $HOME/.zshrc but this request is met with zsh: permission denied: how do I gain access to make the necessary edit

You did not mention the editor that you are using on $HOME/.zshrc, but it may require that you visit System Preferences : Security & Privacy : Privacy panel. Select Full Disk Access, and add [+] your editor as √.
You will also need to create and edit a $HOME/.zprofile so that the PATH is also set when you launch the Terminal and Zsh reads the .zprofile as a login shell. Otherwise $HOME/.zshrc is not read during the Terminal launch process.
