Hello Ali and welcome to Apple Support Communities.

I see that the Screen Time app does no appear to be fully loading and that this has been an ongoing issue for some time.

As Screen Time is tightly tied into iOS and is not able to be deleted and reinstalled for troubleshooting, your best approach will be to back the device up and use the steps in the article below to restore via iTunes. This method ensures that a completely fresh version of iOS is installed on the device.

If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support

When you do the restore, initially set the device up as new, without restoring the backup. Use it that way for a bit to see if the issue is resolved. Once you know if it's resolved or not, do the process again and this time apply the backup. If the issue is resolved when the device is set up as new but returns when the backup is restored, then you'll know the issue is something in the user data. If it's resolved both when set up as new and with the backup restored, then the issue was one that just required re-installing iOS.

Cheers.
