"Apple Watch couldn't connect to iPhone. Try bringing the devices closer together, or start the pairing process again."

I just bought an Apple Watch Series 5. I have been trying to pair it for over an hour now, restarting both my iPhone and Watch, unpairing and repairing. It still isn't pairing at all. What can I do about this?
