When I try to connect the Apple SuperDrive or an external DVD drive and try to read a CD-ROM, I can see the drive in Disk Utility but the drive won't mount the disc. It gives the error, "Could not mount "name of disc". (com.apple.DiskManagement.disenter error 49153.)
I have content on this CD that I would like to preserve. It is a problem that the drives won't mount so I can access the disc in Finder.

I finally got Apple to fix this issue on my Mac Pro (Late 2013) after I upgrade to Catalina. Under Finder, Preferences, General tab, make sure "CDs, DVDs, and iPods," is checked. Guess it defaulted unchecked when I upgraded.
I have the same problem – but not with all CDs: Some work (from 1999!), some do not work (from 2016). It is a Catalina-error!
Digging deeper, it turns out that I can mount CD-Rs formatted as "Mac OS Extended" (HFS+) and all the ones that will not mount are formatted as "Mac OS Standard" (HFS). Looks like Catalina has dropped support for old HFS volumes, bummer if you have a bunch of old CD-Rs.
I have the same issue with the same error code(com.apple.DiskManagement.disenter error 49153.). Even DVDs from Photodisc in Mac OS standard are not mounting. Could this be a preferences issue?

I have the same problem, I can mount music and movies, but I can't mount an old English/French dictionary on CD-ROM. I've just upgraded to Catalina 10.15.3 beta, but the problem persists. I get the same (com.apple.DiskManagement.disenter error 49153) message.
I've just used the Feedback Assistant to notify Apple of the problem.
I can access the discs if I use a Windows computer, so it is not the discs that are the problem.
Same problem here - bought a new super drive to access older cd and dvd back-ups. They won't mount.
This unacceptable Apple. Trying to follow your steps to create a bootable USB to fix a broken Mac, but your broken formatter/mounter will not work. Fix this! where is QA at Apple?
If you open Activity Monitor, search for "fsck" then force quit it, it allows the disk to mount as read-only. Then you can transfer the files onto another hard drive, re-format the original disk and you're good to go.
I was able to at least get the data off of my drive by un-journaling it. It wouldn't quite mount, but i could back everything up. You might try that. There are a couple of ways to do that out there on the web.
Yeah, I went the Mojave on an external drive route and was able to read HFS CDs/DVDs.
It's incredibly lame of Apple to just disable this without even mentioning it. Why disable it at all??
Just one other reason Catalina is a huge unstable letdown.

Ran into the same issue today using a SmartDisk USB floppy drive (don't ask).
I was able to get around the issue by accessing the drive using a Parallels VM running macOS 10.14.6.
