Why can’t I install Numbers on my iPhone running iOS 13?

What do you see if not a get button?
If you see a cloud icon, it means you already downloaded it at some point but its not currently installed, you can do so again by tapping the cloud icon.
If you see an "Open" button, it means the App is already downloaded and installed on your device.
Its apparently trying to download.
If you tap on the circle with the square, it should stop the download, and either go back to a get button, or the cloud icon.
Tap on either one to re-start the download.
Force quitting the app Store app, and then rebooting were to following options.
Anyway, tap on the cloud now and hopefully it should download the App.
You must use Wi-Fi to download.
Installed and working...
I’m on Wi-Fi. I do not get a “GET” on Numbers in the AppStore.

Here's an enlargement...as can be seen, there is nothing there, no GET, Cloud, or OPEN...
I’ve tapped, held, and let stand nothing has ever happened.
OK, finally rebooted my iPhone...now I have a cloud.
Great. glad its working now.
