Download for offline issue - multiple times

Several times I have downloaded for offline use a couple of files. I have space on my iPad as well. But then a week later, when I open the Files app back up I have to re-download them if I ant to view them offline.

I would have thought ought if I downloaded them, they would be available offline until I say put them back only in the cloud.

Any help is is greatly appreciated!
