Apple watch stuck on pairing mode (QR SCAN)

so my bro gave me apple watch 1 which he did unpaired from icloud.com and now when i try to pair it with my iphone 7

i found the way to get 6 digit code via network reset on iphone

and when i enter those displayed 6 digit codes

watch app on iphone says UNPAIRING APPLE WATCH PLEASE WAIT and it gets back to start —— ie - choose language

now can anyone help me with this ??
