Ipad Air 3 , iPadOS 13.2.2. in settings -->General-->Keyboard if you turn keyboard flicks off, comma disappears:

Hope it will be fixed soon. I am not big fan of flicks.
The above issue is fixed with latest update to iPadOS13.2.3 !!!
Well, I guess it's an issue with bigger screens. My Ipad is iPad Air 3. BTW I discovered yesterday that comma appears in portrait mode. So only landscape mode and only when flicks're off there is an issue with comma missing (as you see on images above).

This is not a known problem. I ask that you please submit a bug report, using the following link, so Apple can address it in a future system update.
The commas are present on my iPad Mini 4, iOS 13.2.2.
Have you tried resetting your device?
Reported a while back. We had 2 updates since (13.2.1 and 13.2.2) no fix.
Yep - did not do a thing.
The comma is present on my iPhone too, I think it's an issue with IPadOS.
My mini runs iPadOS.
