The same way you charge any other device: plug the cable into the iPad and into a USB block.
Was this iPad left uncharged for several months? If so, it's possible the battery can't charge anymore and it won't power on.

An iPad 2 will use one the cables below. The slot is along the bottom edge.
There’s no slot to plug the the cable into. It’s an older model iPad
You have to use a 30-pin cable, not the lightning one.
Google "USB to 30-pin Cable" to find cables you can purchase.
