I received a new iPad Air yesterday that I purchased through Amazon. It has a circle on the screen that I can’t get rid of SHould I return it or can it be repaired?

There appears to be either a screen protector or a plastic film installed on the iPad. Most likely this bubble is with not a problem with iPad's display.
Pull off the plastic shipping film off of the iPad.
