Messages SMS dont work

I can't send and recive messages from my ipad.

I have sim card and internet 3g work very well on this sim card.

Other device recive sms on this sim card.

I do every steps from solution and this don't work for me.

My ipad don't send messages and don't receive sms.

In message options i don'thave "send via sms" options and i don't see the mobile number in apple id options.
