Why can I no longer duplicate photos after upgrading to Catalina on my iMac?

Boot into Safe Mode (Use Safe Mode to isoloate issues with your Mac) and test duplicating a photo from there. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

I should have been more specific. When I duplicate a photo it doesn’t show up in the same album from which I am duplicating like it used to. It only shows up in the larger Photos folder. It also doesn’t differentiate itself with a different file name.
Control (right) - click on the image and select "Duplicate Image" from the contextual menu.
