Statement PDF'S from AMEX cannot be saved after Catalina update

I cannot notate or change pdf's and then save them in Catalina. This is a problem with all statement PDF's downloaded off of Amex's website. I notate them with text, it creates a copy, but then it won't save the copy. I used to be able to delete excess pages in the pdf's as well. What's up Apple!

Save the PDF attachment to disk first, then open in Preview and use markup. This will autosave your markup changes in place, and unwanted PDF thumbnails can be deleted in Preview.

I have just looked at one of my own Amex statements. After I click to see the Markup toolbar I can edit and both save original and save as a copy, and open the saved files and see my annotations.

Since it is illogical that your machine and mine behave differently on a document from a similar server the peculiarity must logically be in your own machine.

Often folk find that booting into Safe Mode has inexplicable ways of solving bizarre problems such as this, and is worth a try.
