Any iOS update file the phone has automatically downloaded will not be stored in iCloud. It will be saved in the local iPhone Storage. You can manage your local storage under Settings --> General --> iPhone Storage. Search for a file called "Update" or "iOS 13.1.2" and delete that file. It has the same icon as the Settings app.
Then download the latest iOS 13.2.2 instead and install it. (Settings --> General --> Software Update).
Another solution is to update with iTunes on a computer.
Hi-thanks again but that file is not listed under iPhone storage. I searched all the that the way to the bottom. Not there.
It's no longer possible to install 13.1.2. Open Settings, General, and Manage Storage, delete it, and check for updates again.
