Apple arcade family sharing is not available (w/ error message)

I am trying to share apple arcade with my family but somehow there's error message pops up when invited family members try to open Arcade apps after they download

It works totally fine for me but only my family members having this trouble

I've allowed app store purchases and of course arcade sharing options and it's happening from iOS 13.2
