I am not really worried about replacing my phone but it fell in water and it won't turn on is there anyway I could fix it to get the pictures from my camera roll?

You can try to dry it out, but it may not work. If you decide to dry the phone by immersing it in uncooked rice for a few days, take out the SIM tray and be sure to put the phone into a pantyhose toe first, so rice grains do not enter any of the holes.
If they were not being synced with iCloud, or contained in a recent iTunes/iCloud backup, they are gone.
