iPad Pro 10.5-inch on iPadOS 13.2.2 having Smart Keyboard issue relating to Wi-Fi

I remember back when my Smart Keyboard was having issues relating to Wi-Fi on iOS 11. Now on iPadOS 13.2.2, I’m having the same issues again. When offline, I can’t use my Smart Keyboard at all. In order for it to work, I have to connect my Smart Keyboard in the type position when offline and then connect to Wi-Fi. After that it works, but if I disconnect the Smart Keyboard (both disconnecting the Smart Connector and when not in the type position) when online there’s a 50% chance that it will not work. Then I have to repeat the steps again to connect it. How can I fix this?
