Apple Watch failing to pair

Hi I have the series 3 Apple Watch and an iPhone 11. I tried to pair my watch with my new phone and I go through the usual procedure. Language, bring your phone close etc. Once I get to the final stage where it brings up the watch basics and so forth, the progress bar on my phone fills up but the one on my watch does not. It then says iPhone is too far away although the phone has not moved an inch. I then go to retry but my phone says it has paired while the watch is still on the pairing screen doing nothing. I have tried multiple troubleshooting methods, resetting phones and watch and network settings to no avail. I have tried to pair the watch with another phone and it pairs instantly? Any help would be greatly appreciated.
