Ipad disconnects from wifi when locked

Whenever my ipad is locked/asleep it seems to disconnect from my wifi network. This manifests itself in two ways. 1) skype and facetime calls do not ring through 2) upon waking, if the open app requires wifi, I get a notice that my ipad is not connected to a wifi or cellular network.

This issue did not appear until updating this ipad to ios 13 and does not happen with another ipad that is on the same network but running ios 12.4.1 with an active cellular connection

Is this happening because I do not have an active cell connection And if so is there a workaround so that the wifi is the primary connection? If not, what other fixes are available. I have already tried restarting the router (Apple Airport Extreme) and forgetting the network as well as ipad hard restart.

Try updating to iPadOS 13.2.2 to see if it resolves your problem.
