My iPhone 6 Plus keeps turning off & restarting constantly

IPhone 6 Plus keeps restarting constantly, the battery is stuck @78%, I had a new battery installed & it still continues to do the same thing, I have also hard reset & no change! It also will not charge when I plug it in & will not so up on iTunes when I try to plug into USB port on my pc!!
