Payment Not Completed

I’m try to download a free app and I keep getting the “Payment Not Completed” error message. I’m about to loose my mind. I’ve checked my iTunes payment information and everything is correct. I even added a new payment method. I’ve restarted my phone a dozen times and have even signed out of the Apple ID and signed back in again. This seems to be the new big issue with Apple.
