Payment Not Completed

My phone keeps saying Payment Not Completed. I have changed my method of payment and it has not resolved the issue. I have not been able to get an app in over a year.

iPhone 8 Plus, iOS 15

If you get a message -> Your purchase could not be completed, you need to update your payment method or add a new one
