I am still having this issue. Has this simple function been added yet? I am unable to resolve on my own and I am also unable to find an online resource to direct me how to accomplish my task via my iOS device.

No, you cannot do this directly in an iPhone, even with iOS 13. You need to use a browser on an iPad to request desktop site for www.icloud.com to edit contact groups, or use a computer and web browser.

Apple will never see your thoughts here in the volunteer user community forums. You need to submit that via the feedback portal to get it in front of anyone at Apple - Product Feedback - Apple. Use iPhone for the submission about anything to do with iOS specific to the iPhone.
Wow, this seems like a simple and MUCH NEEDED function. I am very surprised this is even a discussion. Apple please allow users to make such a simple change on our iOS devices.
