IPad A1893 with OS 13.2.2 ; keeps crashing, whether opening mail or the web it keeps turning off after putting in passcode.

Re the above I see the OS it is using is actually 13.1.3 (17A878 .
And 13.2.2 is set to load but will not download?

I try requesting the OS 13.2.2, click 'download and install' and then it starts, and 5 seconds later stops and on the bottom of or below Automatic Updates it says : iPad will try to install this update later tonight....
it went through this routine yesterday and nothing updated

OS operating is 13.1.3 (17A878) on iPad 6th gen. with 16.4 GB memory available still.
the OS 13.2.2 shows ready to down load but as noted above will not.
the iPad is not able to have anything or app operate without crashing the system .... help
