GIF KEYBOARD
In Text, after downloading iOS 13.2.2 last night, the a GIF keyboard suddenly appeared and my fabulous Apple keyboard won’t come back. What happened? I turned the GIF off but did not seem to work. HELP!

Thanks for reaching out in Apple Support Communities! I understand your Apple keyboard won't appear any more since updating to iOS 13.2.2. I'm happy to assist you with this.
Were you using the Gif keyboard via adding it to the keyboards in Settings > General > Keyboard > Keyboards or was it enabled in the App Drawer?
If it was in the App Drawer, have you tried tapping on the App Store icon like the one listed below:
 
What happens when you tap on it? If you still aren't seeing the Apple keyboard, try tapping within the iMessage bubble, where you would normally enter in your text, and then see if the keyboard pops up.

If the issue persists and you were using a Gif keyboard in the Settings, disable all other keyboards except the Apple keyboard:
Add or change keyboards on iPhone
