Just recently my iPhone 8 is no longer able to open any numbers files, not even a new one. I deleted the app and reinstalled it, but it is still not able to open any files.
The message is:
"Can't Open Spreadsheet, 'Blank9' can't be opened right now. Numbers couldn't read the file. You can try restoring to a previous version."

This is a real bug that has been in iOS 13 since early beta versions. But it’s rare and elusive. I’ve been trying to replicate it for weeks to capture a diagnostic log. Apple is aware of it, but still needs more diagnostic data to find it.
Restart your phone. That should fix it.
