How do I get rid of this prompt box?
This box comes up every time I select a cell. How do I get rid of this? It is super annoying and pointless

Looks as if you or whoever created the document has formatted that cell as Pop-Up Menu and the menu choices are what are shown in your screenshot.
To remove the Pop-Up Menu formatting from that cell tap it, then tap it again, and choose 'delete' from the bar that pops up.
To leave the Pop-Up Menu formatting but change the menu, tap the cell, tap the formatting 'paintbrush' at the top, tap the circled i next to Pop-Up Menu and edit the choices as desired.
