I am unable to download apps

I am unable to download apps. It tells me that it can not process payment. How would I fix that

If your payment method is declined in the App Store or iTunes Store [or you have a billing issue with a previous purchase in the iTunes Store] - https://support.apple.com/HT203005


If not, try contacting Apple and ask them what the problem is:
