I'm using Catalina and wanted to try the voice control (in accessibility) I turn it on and get the download, then a microphone appears. When I speak it doesn't "hear" me. Is there a permissions to turn on or something? Not working at all for me. What am I doing wrong? Thanks

Here is an easy test to see if Voice Control hears your spoken input. If you see the Mic icon try this
After enabling VC in Sys Pref-- you start/launch VC by saying "Wake up." If you see the mic icon and the words "wake up" appear just above the little icon, then VC is working. If you see the mic icon and "wake up" does not appear after you speak the words, then I agree with ak1956 that it is a Sys Pref >Sound problem. Check Sys Pref> Sounds > Input > then check the input source to be sure it's correct and the input vol level is not set too low or muted.

momv ~ This is a long shot and based on macOS Mojave rather than Catalina, but see if Dictation is set to On in System Preferences > Keyboard > Dictation tab. And there's this Apple Support Article from its Knowledge Base:

It may be worth checking your microphone settings. Go to System preferences and click on the sounds Icon. Make sure the input level is set to a reasonable level.
I have noticed but when first starting Voice access there can sometimes be a delay before it picks up your voice. I don't know why this is happening and it is confusing.

When you enable Voice Access Dictation in the Keyboard panel is disabled. I think this is done automatically as you cannot have both running at the same time.
That does seem odd - it works for me - most of the time.

Just tried it and nothing again. What is VERY strange is I was watching a Youtube video and when they guy on the video said things like "Open siri" or "new tab" MY computer understood it and DID IT. So what the heck does that mean? It hears him and not me. Sorry to drive you crazy but I appreciate your help so far.
Turned it up all the way and still nothing. I see the meter in the microphone go up and down with my speech but using the commands listed, it does nothing. I tried a lot of them.
