Catalina: Voice Control not an option in Accessibility menu!?

How do I enable Voice Control on Catalina? It does not appear on the Accessibility Menu.

How to disable dictation in voice control in Catalina I am new to Mac. So may be I am missing something here. I have the voice control on. But the problem is when I am on Xcode etc, it just inserts random text when I watch a video or I talk. So I would like to use the voice commands but disable dictation. Is there a way to do this? Voice Control Not Working on the New MacOS Catalina So i recently updated to MacOS Catalina from High Sierra. I have a Macbook Air 13 inch Early 2015 Laptop. So i have the option to "Enable Voice Control" but after 2 3 mins of enabling it, it disables automtically. Been trying for very long Please Help

It should be under the "Motor" section on the left as shown in this link:
