AirPods Pro menu in volume menu does not have submenu to change between transparency and noise cancelation, how do I change the noise control?

On this page: https://support.apple.com/en-us/HT210643 towards the bottom is shows that the AirPods Pro menu option under the volume menu has a sub menu that allows you to change the noise control mode, but on mine that sub menu is not there. How can I make that submenu show up? Or is there another way to change the mode using a Mac?

I think I figured this out: it's because my Mac is still on Mojave. My company is blocking upgrades to Catalina until they can vet it for security, so until they allow us to upgrade I will not be able to change the mode of the AirPods from my Mac.

Sorry, I should have made the question more specific. I'm asking about how to do it through MacOS. The sub menu does not show up for me as it does in the screenshot on Apple's help page. Also, squeezing the stalk only changes between two modes. And I know you can change that in the settings through an iPhone, but I was in a situation today where the AirPods were connected to my Mac and I was not able to turn them to the "Off" mode.
