App Store needs to be updated but I cannot access it to update it
I need to update the App Store on my iPad but get stuck in a loop where app needs to be updated on an App Store I cannot access.

You can't update just the App Store on the iPad. You must update the operating system, ipadOS. The App Store is installed as part of ipadOS.
