Buying a product // payment protection

I met a person online selling a product but they live in a different state. they suggested using apple pay because theres an option for me to send money but they don't receive it until the item is shipped. Is this correct? Where would i find this option? I really don't want to get scammed but want this product. Do i have payment protection?
