Too Many Passcode Attempts - Reset Apple Watch and Pair Again

My watch has been removed from my iCloud and its profile has been removed from my phone.

When I attempt the Erase all content and settings reset the watch will reboot back to the original screen that when touched states that Too Many Passcode Attempts - Reset Apple Watch and Pair Again. I am unable to get the watch to reset back to factory settings so I can pair with my phone again with a passcode I've written down someplace.

Any help is greatly appreciated.
