As the Author of this thread, you may need to delete the failed download
and try anew; perhaps try Safe mode startup, to see if there is some glitch?

As part of troubleshooting you may also consider using macOS Recovery
& look into tools within that separate startup system to check/repair HDD.

Was the link within the macOS Mojave page online and hidden
so you had to click on other words to get it?

There were more than one; some are depreciated or only go to Catalina now.

The link works fine for me, but I have no need to get mojave macOS10.14.6.
Had you tried starting up in Safe mode and see if that helps sort it out?
(from there it starts installing the Installer available in Launchpad/Applications to continue; I quit it.)
Try this. Go to the Applications Folder. See if "Install macOS Mojave.app" is there. If it is drag it to the Trash. Enter your administrative password to trash it. Download a fresh copy of the macOS Mojave installer.

Just to be clear, the link works just fine in that it does bring up the Mojave installer in the App Store. It's trying to open that installer that causes the error.
The .app file isn't in my download folder.
The Mojave installer should be in your Applications Folder, not the Download Folder.
