When I try to sign into iCloud on my new phone I keep getting an error message that says I can't use my new Apple ID to sign into iCloud. Error message also has a number: 34608
I can't find anything about it online.
Have you added the phone number to your Apple ID? Is the phone number being used by another ID?
Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.

Well, that gives me a new error message. Maybe that's progress? Now it says it wants to do a two-step authorization, but it won't let me use my phone number to do it. So freaking frustrating.
What is error 34608? Can't sign into icloud with my new apple ID.
