if i get the apple care plus today for 5.99 can i go to an apple store tomorrow and fix the screen for $29?

If the screen is already broken you can't get AppleCare+. It is only available to phones in perfect condition, and only within the first 60 days after you purchased it. It's the same reason you can't buy life insurance on someone who is dead.
