I work at a computer repair shop and got an iPad mini in for recycling.

I received an ipad mini 2 from a customer the other day and it wants me to sign in using a company log in and cant go any further. This little old lady received them from a business friend of hers that their company uses them for their work. They gave her two to use. one works great and no issues. This one ...well goes through the first few start up pages then askes me to "sign in" using what looks to be a company username and password set up. i dont need any data nor am i looking for any, i just want to reinstall a fresh version of iOS on it so i can use it. Also at the bottom it says "this ipad is managed by shyp" no clue. any help would be awesome

Welcome to the community.

As described, the device is almost certainly locked to a corporate MDM (Mobile Device Management) platform - and the Apple Activation Lock is also most likely enabled.

In either case, only the MDM Administrator (and original device owner) can administratively remove the device locks. Until unlocked, the device is effectively useless. Unless resolved by the original owner, handing the device back to Apple for recycling is the only sensible option.
