Depends on your location and which model. If it's a Wi-Fi model you should be able to get it replaced, but the cellular models are more restricted - generally they need to be "serviced" in the country of sale. There is no difference between the cost of screen damage and "other" out of warranty replacement. Here are the US prices.

In India that's another matter. They only work through AASPs, and each one can set a difference service price even though they will just arrange for an exchange with a service replacement. The service replacement may be new or refurbished.

Apple or their authorized service providers don't specifically repair any iPad model. They accept a device for replacement with a service replacement device. Just wanted to put that out there.
