Hi pernzen,

Thank you for using the Apple Support Communities! I understand you are unable to manually update your applications. I would like to help.

To manually update your applications in iOS 13, follow the steps as shown here: Update apps or use automatic downloads - Apple Support. If you are still unable to update your applications, please answer the questions below:

-What exactly happens when you attempt to manually update an app?

-Is this issue present when updating any and all apps, or just certain apps?

-Are you able to complete manual updates when connecting to a different network (Wi-Fi vs. cellular, or multiple Wi-Fi networks)?

If you need continued support, reply back with your responses.

Regards.

I can confirm that this is a regression of the previous issue here: https://discussions.apple.com/thread/250574804

This issue is on the account side, not the device. All devices logged into an affected account will have this issue. Last time it happened during the thread above, it was resolved on all of our affected accounts on the same day, which means this is a server-side issue. Hopefully Apple fixes this and prevents it from happening again as it is really frustrating.

I typically update the apps on my iPhone X (running the latest iOs 13), my iPad Pro (running the latest iOS 13), and my MacBook Pro (running the latest Catalina) manually every day. I do this so that I am aware of anything that may have changed when I open an app.

Last Tuesday the manual update on all three devices failed. I briefly saw the circle and then the UPDATE notice returned on all three devices. I tried updating apps individually on each device and the sane thing happened. I tried downloading new apps on all three devices and I can download new apps, I just cannot update apps that I currently have loaded. All three devices are connected to my home wi-fi. I am signed in with the same Apple-ID on all three devices. I have already tried signing out and signing back in and the problems persist.

I called Apple Support and the best they could do was a work-around where I delete the app that needs updating and reload it from the App Store. That did work, but is would be very time consuming and tedious to delete and reload each app that receives and update on each device.

I would appreciate any help in getting this resolved.
