I download a E-Office VNPT ver 1.0 few months ago ( It is free)
But now VNPT is upto 2.X ver , I removed and install it but always get old ver
and used a new Apple ID is ok
Whats is way for me using last ver for that

When you use the original ID used to download the app, if you download it again, you get the old version? Is that correct? After reinstalling the old version, does the new version show as an update in the App Store? If you go to the App Store, does the new version show as an app you can purchase?

You are welcome. Have you tried signing out of the original ID in the App Store/iTunes, restarting the phone, and then signing back in to see if the update shows?
If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
Thanks for your response I install many time just get old version
After reinstall and turn off/on iphone and go to check update but nothing update and apple store just have open button and it still at old version
If use a difference ID is get new version and it use ok But i like use original ID

I have many times for insall / deleted restarting iphone /ipad and nothing change
