Is there a way to add contacts then not allow adding or password protect allowing additional contacts?

So how can you keep a minor from making/receiving calls from people not in their contacts? I know you can whitelist, but what prevents them from adding to the whitelist?
And please, I am looking for a technical answer, not a philosophical one.
My second response was technical, and had you correctly worded your question to start with, you may have received a response that was directed more to the information you were looking for. Your original post would not have solicited as response about restricting minors contact lists.

You might also want to contact your carrier. Most major carriers have parental control features.
My apologies Chris. I did not intend to direct my technical vs philosophical comment towards you, it was intended to be a generalized statement that should have been included in my initial post.
I understand that it came as a direct reply to you and I apologize for that, it was not my intention.
There is no separate passcode that you can add to your contacts app on the iPhone. Especially not something that would only restrict the adding of new contacts.
Place a passcode on your phone, and then only you have access to it.
I appreciate that, but it doesn't answer the question.
Open Screen Time/Communication Limits. You can create list of allowed contacts during downtime. This does not restrict those contacts during allowed screen time periods, however.
So then in theory, if the downtime was set from 12:01a - 12:00a, then the only call/texts that can be received/made would be only from the allowed contacts?
I've never tried it, but I'm pretty sure that would work.

That would work for voice and text, but not for iMessage or FaceTime.
