I am unable to activate voice control on my iPhone XR

Have you tried activating this feature while connected to a different Wi-Fi network? If not, that would be the next best step.

Also, are you using a VPN with your iPhone? You can find this option in Settings > General > VPN. If it says Not Connected, that would indicate that you're not using a VPN.

If you are, try disabling the VPN and test Voice Control again.
