When using the Ken Burns effect in Photos, a movie added does not play thru. Is there a fix?
But if I play it in Classic slideshow mode then it plays. Should I be using another slide/movie app and also to include text overlays describing the image?

Currently the only theme the supports both stills and videos is Classic. Tell Apple what missing features you'd like restored or new features added in Photos via Feedback - Photos - Apple
There are some slideshow apps that can do what you want. However, Apple's Keynote app can do everything you want. Create the slideshow in it and export as a movie file.
