The second generation iPad Pro lacks the special camera for face recognition needed for Face ID. You cannot use just any camera, its a special one designed for such purposes with special sensors and projectors.

2017 iPad Pro lacks the special internal camera hardware needed for Face ID use.

This is never going to happen for ANY current or older iPads other than the current 2018 iPad Pro models.

Because the iPad Pro has Touch ID, and does not have the required equipment to support Face ID. That is the best reason there is, and the only one too.
